The Chinese military strategist Sun Tzu once declared that the ultimate in military art was to conquer the enemy without fighting. Today, China is moving closer to achieving this goal through new weapons and capabilities that Beijing calls cognitive warfare.


Today, many researchers are working on advanced warfare techniques that combine high-tech hardware with biotechnological research on the human brain.

The goal, driven by the ideology of Marxism-Leninism with Chinese characteristics, is nothing less than world domination and a world population under the control of China's communist regime, say analysts who have studied Beijing's leadership.


Cognitive warfare experts say China supports the development and use of psychological weapons. Potential targets could include troops and commanders of opposing forces, as well as the entire civilian population.

Most details of China's cognitive warfare work remain closely guarded secrets of the US government. Official evidence first surfaced in December 2021, when the Ministry of Commerce's Bureau of Industry and Security announced sanctions against the PLA's Chinese Academy of Military Medicine and eleven related research institutes.

The Department of Commerce banned U.S. companies from doing business with the labs that worked on biotechnology for the Chinese military, including “alleged brain control weapons.”


In December, the Pentagon announced for the first time in its annual report on China that Beijing had launched the so-called China Brain Project in 2016, a multi-year program to tap into human cognitive functions and neural pathways to support civilian and military applications.


There have also been experiments with mind control of remote-controlled machines. Other work includes so-called "emotion recognition," a technology useful in cognitive warfare to influence the morale of enemy troops in war and gain control over the civilian population.


“The rise of cognitive warfare – manipulating perception to destabilize economic, political and military systems – poses a unique threat to America and its allies,” said Josh Baughman, an analyst at the Air Force’s China Aerospace Studies Institute.

"This type of warfare differs from information warfare in that it aims to influence how, not what, people think, feel, and act. In doing so, it alters the cognitive space from the individual to the population level," he said in an interview.


In the book "Human, Machine War: How the Mind-Tech Nexus Will Win Future Wars" published by the US military, the defense analyst wrote that the PLA is convinced that its ultimate victory will come from destroying the enemy's will to fight.

The United States urgently needs to understand how the PLA's focus on cognitive warfare has shifted the battlefield of a potential conflict with China from physical territory to the minds of Americans, he said.


For the PLA, the connection between mind and technology is fundamental to winning the cognitive war, and the tools include social media, the metaverse, smartphone apps like TikTok, wearable technology, and artificial intelligence.

According to researchers, Chinese-controlled apps like TikTok offer China the opportunity to wage war on the battlefield of the mind.

Ian Oxnevad, senior fellow for national security at the National Association of Scholars, said TikTok is “one of China’s most important cognitive weapons.”

For example, the recent cyberattack on Synnovis, a blood testing provider for the NHS, resulted in the theft of sensitive diagnostic data, including blood test results, which were subsequently leaked online. This breach has raised significant concerns about patient privacy and data security.

The sensitivity of such datasets, when combined with genomic information, could facilitate re-identification attacks. For example, attackers could use stolen blood test data together with genomic data to reveal individuals' identities or exploit genetic predispositions for malicious purposes.


Attackers could misuse this data for targeted re-identification attacks, genetic profiling, or even unethical research.

If genetic data is stored on insecure servers or databases, it is vulnerable to unauthorized access. Attackers who gain access to the genetic data and associated metadata can potentially reidentify individuals.

Nevertheless, the emergence of advanced AI chatbots raises concerns about a potential increase in the likelihood of such attacks. Because AI can fill this knowledge gap, there are concerns that it could facilitate the execution of these malicious activities. As mentioned, AI tools like CHATGPT, for example, could potentially be used to develop and implement biological weapons and attacks.


Next-generation DNA sequencing (NGS) could become a prime target for hackers. There are growing concerns about how this sequencing tool—if left unsecured—could be misused for privacy violations and even future biological threats, such as genetic warfare or bioterrorism.


Because many DNA datasets are freely accessible online, the study warns that cybercriminals could misuse the information for surveillance, manipulation, or malicious experiments. "Genomic data is among the most personal data we possess. If it is compromised, the consequences extend far beyond a typical data breach."


The research team identified new methods that malicious hackers could use to attack systems, such as synthetic DNA-encoded malware, AI-driven manipulation of genomic data, and identity tracking through reidentification techniques. Representative Rick Crawford, chairman of the House Select Committee on Intelligence, said Wednesday he supports a new intelligence investigation into brain injuries suffered by diplomats and intelligence officials, dubbed Havana syndrome.
