Investigative journalists have since linked Russian military intelligence unit 29155 to suspicious activity surrounding some reported cases. Energy weapons (DEW) are evolving rapidly. According to Zion Market Research, the global DEW market is estimated to be worth $6.39 billion in 2023.
Major powers such as the United States, China, Russia, the United Kingdom, and India are investing in operational laser and microwave weapons. The lack of a distinct international legal system allows states to develop and deploy DEWs without clear regulatory oversight. Allegations of misuse, such as the Havana Syndrome, further damage their reputation. Directed energy weapons are proliferating rapidly. With the increasing normalization of energy weapons, the need for an international regulatory framework is growing. Without such efforts, their use could exceed our ability to control them.

An angry crowd gathers in a central square to demonstrate against the government. A nondescript vehicle is parked some distance away. An object resembling a satellite dish is positioned on its roof. The operator in the vehicle presses a button, and at the same moment, the demonstrators' bodies are flooded with a heat that is perceived as life-threatening.
The high radiation energy, with a frequency of 95 gigahertz, acts directly on the nerve cells. The water molecules in the skin are heated to 55 degrees Celsius within seconds. This triggers significant pain in the affected person. The microwave weapon is highly mobile: The antenna can be mounted on small vehicles, even cars. Brain-computer interfaces, which translate brain activity into commands that can be used to control devices such as computers or robotic prosthetics, are designed to help paralyzed people move a cursor or keyboard with their thoughts. Musk, a tech billionaire whom President-elect Donald Trump has appointed to lead a "Department of Government Efficiency," is the founder of Neuralink, a brain-computer interface company.
The military's improper use of a brain-computer interface could lead to human rights violations, according to a report by an advisory committee to the United Nations Human Rights Council.
The report, prepared for a meeting of the UN committee in Geneva earlier this week, examines the human rights impact of new and emerging technologies in the military.
