We want to raise public awareness of the dangers and risks of microwave and radio radiation. Instead of using ammunition, microwave weapons fire a highly concentrated beam of electromagnetic energy—a truly painful beam that can cause serious health damage to people inside and outside their homes, both at great distances.

The lack of an international legal system allows states to develop energy weapons without control and to use them even in non-military settings. It is therefore extremely important to explain the effects of energy weapons and neurotechnological applications, and how our privacy can be protected. The most important types include high-energy lasers and high-power microwaves. There are also so-called energy weapons such as "Silent Guardian," which can be used outside the military, for example, by police, intelligence agencies, and others.

These are just a few examples of how technologies and energy weapons are currently being deliberately and deliberately misused. Even worse, however, is that the state fails to apply its own laws and guaranteed fundamental rights, and simply denies them despite the facts? This is a serious violation of civil rights. We are particularly concerned because the two fundamental rights in Articles 1 and 13 are not being respected:

• the most important fundamental right, the guarantee of human dignity and integrity, both physical and mental, Article 1 of the Basic Law
• the inviolability of the home, Article 13 of the German Basic Law

The non-application of a guaranteed constitution has serious consequences for individuals and society. It is therefore important that fundamental rights are protected and enforced. But that is precisely what the state fails to do, and individuals have no chance of being heard by federal authorities or the Federal Constitutional Court.

Several hundred scientific studies, all published and reaching different conclusions, are simply ignored by the federal government. Under the "Books" section, one can find pages of precise information on the conducted and recognized scientific studies. Yet the Federal Republic uncritically adopts the viewpoint of only a small circle of scientists, such as the ICNIRP, SCENIHR, and the Commission on Radiological Protection, who, to put it mildly, live off financial benefits and donations from the state and the mobile phone industry, and in return, produce correspondingly compliant (for sale) reports. In plain language, this amounts to nothing less than "bribery and corruption." Because of these highly questionable reports, the federal government claims that there is not even a reasonable suspicion of harm and that any protective measures are therefore unnecessary and pointless.

The precautionary principle, on the other hand, states: "When there is a risk of harm to the public (radiation terrorism, bioterrorism, and misuse of neurotechnologies), the state should take protective measures before the risk can be fully scientifically proven. Under no circumstances should the state remain inactive or deny the facts, but that is precisely what the state is doing."

The public must therefore be urgently informed (time is of the essence) about serious violations of civil rights, about radiation terrorism, bioterrorism, and the misuse of neurotechnologies that can cause life-threatening injuries and death to humans. These serious threats, such as traceless remote-controlled attacks on civilians, are an outrageously monstrous crime and a very, very real one, representing an unprecedented violation of human rights.

Federal authorities, human rights organizations such as Amnesty International, the German Institute for Human Rights, the European Court of Human Rights (ECHR) and other associations say that these types of human rights violations are not enshrined in law in either Germany or Europe.

This means that our democracies are unable to protect citizens from attacks using concentrated technologies, energy weapons, and genomic data. For this reason, victims remain defenseless and at the mercy of their persecutors and perpetrators. When will the state and the judiciary finally prosecute and punish these horrific global crimes? When will those affected finally be summoned to a hearing so that they understand that these are very real crimes? Those responsible bear a significant share of the blame for their years of silence and denial!

The media has reported on the "Havana Syndrome," but so far hasn't been interested in hearing from those affected, who could provide important information. Der Spiegel wrote that it is continuing to monitor the issue. FRONTAL, AktenzeichenXY, Nachtcafé, ZDF, and MDR wrote: "The editorial team will contact us if necessary," but they haven't done so to date. Any technology can be misused. It should at least be considered that the consequences of new weapons technologies and military-relevant research and technological developments, in addition to their military benefits, can also be misused. The high level of opacity and secrecy in the military-technological field leaves much of what is happening in research and application in the dark.

We have long trusted the rule of law and have turned to the police, the public prosecutor's office, the Attorney General, the Ministry of Justice, and the Petitions Committee of the German Bundestag, all of whom have completely failed in this case.
